Brief description of the product
The product represents:

  • a favourable dirct loan from SEF at a favourable contractual interest rate
  • the product can potentially be combined with other forms of incentives (e.g. incentives for specific target groups of SMEs 5+ enterprises or other products).
The purpose of the product
The purpose of the productis easier access to favourable sources of financing for SMEs 5+ enterprises or specific target groups of enterprises, that represent a specific market gap in Slovenia (i.e. enterprises that have headquarters or business unit or pursue an activity in a given problem-area; enterprises defined by sectors or activities, stage of development, …).

The product is intended for enterprises or specific target groups of enterprises to:

  • easier access to favourable sources of financing,
  • financing of start-ups,
  • financing of growth and development of enterprises, investments and current operations.
Final recipients
micro, small and medium-sized enterprises or specific target groups of enterprises that will be defined in an individual public tender and are older than 5 years.
Benefits for the final recipients
SEFs Direct loans are favourable for the recipients because of the following conditions:

  • lower interest rates,
  • lower collateral requirements,
  • loan maturity and
  • the possibility of a grace period for the repayment of loans …
Eligible costs
Eligible costs are:

  • costs of tangible investments,
  • costs of intangible investment,
  • costs of financing working capital.

Detailed information about the eligible costs is defined in the public tender.

Evaluation criteria
All formally completed applications, which meet the conditions for applying and comply with the purpose of the public tender, are evaluated by a commission for the allocation of funds on the basis of qualitative and / or quantitative assessment. Based on this assessment the application receives a positive or negative opinion. The commission for the allocation of funds submits a proposal to the management board of the SEF for all valid and relevant legal formal applications with the acquired positive as well as negative opinion. The Management of the SEF takes a final decision with a written decision to grant or a written decision to not grant the application. Precise criteria with a scoreboard are an integral part of the tender documentation.
