All forms of favourable financial assistance provided by SPS fall under state aid and must comply with the common European rules on state aid.

State aid is intended exclusively for new, not yet started, and unrealized investments. The aim of state aid is to create visible economic effects in the environment, such as:
- Increasing the added value per employee in the business sector,
- Expanding the market share of Slovenian companies in the European and global markets,
- Creating new jobs.
