The Slovenian Enterprise Fund (hereinafter SPS) is committed to ensuring accessibility to its website https://www.podjetniskisklad.si/ in accordance with the Web and Mobile Applications Accessibility Act (Official Gazette of the Republic of Slovenia, No. 30/18, 95/21 – ZInfV-A, 189/21 – ZDU-1M and 18/23 – ZDU-1O, hereinafter: ZDSMA) and EU Directive 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies (OJ L 327, 02.12.2016, pp. 1-15).
This accessibility statement applies to the entire SPS website.
Description of accessible content
Ensuring accessibility for persons with special needs is enabled by the following system adaptations:
- the website has a clear and consistent structure and navigation,
- the HTML code of the website is reviewed and organized to meet the requirements of various devices (personal computer, mobile phone, tablet computers),
- the page can be enlarged up to 200% without loss of content or functionality. Links on the page are recognizable,
- the ability for users to adjust font size using appropriate keyboard shortcuts (Ctrl + + and Ctrl – -),
- color contrasts (between text and background) on the website are appropriate,
- adaptability is ensured; the website uses design that adapts to the size of the user’s screen without loss of content (responsive design),
- the website can be operated using only the keyboard (without using a mouse), using Tab and Shift+Tab keys, through which the user can navigate through the menu/content
- web forms are accessible,
- the website is optimized and accessible for all readers,
- the website has a search engine,
- the website functions predictably,
- the ability for users to select grayscale mode of the website or invert colors through the accessibility tool,
- the ability for users to adjust dark and light contrasts through the accessibility tool,
- the ability for users to disable element animations and automatic slider movements through the accessibility tool,
- the ability for users to adjust font size through the accessibility tool,
- a predictable website with a built-in site index, through which users can more easily access content, and they can also use the search engine,
- logical link names that reflect the destination,
- the website does not contain flashing content, except for the moving slide presentation on the homepage and the logo slider, which can be stopped using a button or by stopping animations in the accessibility menu. The use of the website is safe for all user groups who might experience various reactions or attacks from flash changes and flashing elements.
Inaccessible content on the website – assessment of disproportionate burden
We continuously monitor website accessibility and improve individual accessibility elements as we go. Nevertheless, some published content does not meet all accessibility requirements as determined by ZDSMA. The reason for inaccessibility is an assessed disproportionate burden.
For web publications within the website www.podjetniskisklad.si, users with various forms of disabilities do not have access to certain documents that are intended for narrow professional or narrow target groups, or enabling their access would represent a disproportionate burden for SPS due to complexity. However, the Slovenian Enterprise Fund still strives to make all our content as adapted as possible to potential users who belong to vulnerable groups.
Inaccessible content on the website:
- scanned documents in PDF format (the organization assesses the disproportionate burden with the personnel and financial burden that optimization would require),
- software-generated documents (e.g., annual reports, documents in the field of work organization, business and financial plans, etc.) (the organization assesses the disproportionate burden with the personnel and financial burden that optimization would require),
- various complex data tables (the organization assesses the disproportionate burden with the personnel and financial burden that optimization would require),
- various other documents (images with data, graphs) (the organization assesses the disproportionate burden with the personnel and financial burden that optimization would require),
- in case of publication, some video recordings may not be equipped with subtitles and/or sign language (the organization assesses the disproportionate burden with the financial consequences that would arise and frequent content changes, which presents a problem in ensuring the timeliness of translations),
- some photographs on the website may not yet be equipped with alternative text or it is not clear from the accompanying text what they represent; some photographs on the website merely decoratively or visually complement textual texts; all content can be accessed without using photographs or their alternative texts,
- the website is not fully adapted for vulnerable groups (more detailed arising from the accessibility assessment). The reason is the disproportionate burden that would arise for the fund. The fund assesses the disproportionate burden by the fact that the financial consequences would be disproportionate to the benefit for the user, or in this case there is no benefit for the user.
SPS undertakes to enable the user of the SPS website, where possible, to become familiar with inaccessible content in another appropriate way (by telephone, via email address, personal visit, etc.).
Feedback and contact information
SPS will continue to strive in the future for content on the website to be accessible to different user groups. If a user encounters content that is not accessible or wants additional information regarding inaccessible content, they should write to the electronic address: info@podjetniskisklad.si. SPS will respond within 8 working days of receiving the notification or request. If, according to the requested content, SPS cannot provide an appropriate response within this period, it will inform when the response will be given and what are the reasons for the delay of the response.
In case of unsatisfactory responses to any notification or request sent in accordance with Article 8 of the Web and Mobile Applications Accessibility Act (Official Gazette of the Republic of Slovenia, No. 30/18), you can submit a description and link to the inaccessible website content to the Inspectorate of the Republic of Slovenia for the Information Society.

The website uses cookies. The information is shown to the user upon entering the website at the bottom of the webpage, where they have the option to accept or reject cookies.
Level of compliance
The SPS website is compliant with ZDSMA, with exceptions of inaccessible content, as arising from the entry “Inaccessible content on the website – assessment of disproportionate burden”.
Preparation of the accessibility statement
This accessibility statement was prepared on 19 4. 2023, updated and expanded with an assessment of disproportionate burden on 3 7. 2024 and 4 4. 2025. The statement was prepared based on the self-assessment method.
Implementation of inspection supervision in accordance with binding regulations
Supervision over the implementation of the provisions of Articles 5 to 8 of ZDSMA is carried out by inspectors for the information society.
