Partnership for the transfer of technologies and knowledge in the field of digital innovations in cultural heritage in Montenegro

The Partnership for the transfer of technologies and knowledge in the field of digital innovations in cultural heritage in Montenegro addresses one of the key challenges of Montenegrin tourism – the need for greater resilience, digitisation and sustainable development after the COVID-19 pandemic. Tourism accounts for almost a quarter of Montenegro’s GDP and is directly linked to most jobs in the service sector, so its digital transformation is of great strategic importance.

The project is based on the transfer of Slovenian knowledge and good practices, in particular the Digital Innovation of Cultural Heritage (DIKD) initiative, which the Government of Montenegro has recognised as a suitable model for the development of digital innovations in its local environment.

Purpose and added value

The aim of the partnership is to lay the foundations for digital innovation in Montenegrin cultural heritage and tourism, thereby increasing the added value, competitiveness and sustainability of the tourism sector. The project connects cultural heritage with advanced technologies and enables the development of new, modern tourism products based on digital interpretation, sustainability and a creative approach.

At the same time, the partnership supports the creative, cultural and technological sectors, promotes cross-sectoral cooperation and contributes to the achievement of the United Nations Sustainable Development Goals (UN SDGs).

Key activities and content

The project establishes a structured process of training, consulting and solution development that supports the transition of Montenegrin tourism to so-called Tourism 4.0. Key activities include:

  • education and training for businesses, tourist destinations and heritage institutions in the field of digital storytelling, 3D digitisation (photogrammetry, laser scanning) and digital interpretation technologies (VR, AR, XR, holograms, interactive displays, applications),
  • consulting on the development of strategies and systemic solutions for the use of advanced technologies in tourism and cultural heritage,
  • individual support in the development of concrete tourism products and cultural heritage sites, including creative thinking workshops, feasibility studies and the preparation of technical specifications,
  • transfer of innovative solutions to related sectors, such as the gaming and film industries.

Digital platform and systemic effects

In addition to content activities, the project also includes the establishment of a national digital cultural heritage platform in Montenegro, which will serve as a central hub for the development, promotion and networking of innovative actors in the field of cultural heritage and tourism. The platform will enable long-term systemic effects and further development of digital tourism solutions.

Partners

The partnership involves key Montenegrin institutions, including the Ministry of Tourism of Montenegro and the University of Donja Gorica, with the support of numerous SMEs from the tourism sector. The project also involves high-tech Slovenian and Montenegrin companies in the field of digital interpretation in tourism, as well as a wide range of experts in the fields of cultural heritage, tourism product development, marketing, architecture, archaeology, design, programming and 3D animation.

Project goal

The aim of the partnership is to encourage the transition of Montenegrin tourism to a modern, digitally supported and sustainable industry and to create a bridge between cultural heritage and the latest technologies. The project contributes to greater visibility of the destination, the development of innovative tourism experiences and the long-term competitiveness of Montenegrin tourism.
