Purpose and objectives of the program
The purpose of the “Small Value Incentives through Vouchers” program is to provide micro, small and medium-sized enterprises (SMEs) with easier and faster access to small value incentives in the period from 2023 to 2028. The program is designed to help companies strengthen their competitiveness, competencies and innovation in areas that stem from their needs – such as circular and green economy, digitisation, entry into foreign markets (internationalisation), protection of intellectual property, obtaining certificates, transfer of ownership, status transformation, prototype development and the like.
The program will contribute to the realisation of thematic and regional goals pursued by the Republic of Slovenia with the help of the European Cohesion Policy (ECP) funds. In doing so, the investment will directly support the development of entrepreneurship and contribute to a more efficient use of available funds to achieve the greatest possible impact.
Sources of funding
- EU funds: EUR 20,000,000.00 including VAT
- SLO funds: EUR 4,090,640.00 including VAT
- Private investments: EUR 14,419,860.00 including VAT
The program will directly support around 3,600 micro, small and medium-sized enterprises.

Applicants can also obtain free assistance and expert information on individual vouchers or published public calls through the Slovenian Business Points (SPOT) network or SPOT Counselling at:
- application to the public call (preparation of the application and completion of forms)
- submission of a claim for payment of funds
Applicants can obtain free assistance and all expert information from experienced SPOT Counselling advisors, who are accessible to applicants in 12 statistical regions. The locations and contact details of individual regional SPOT Counselling points are available at the following link.

Voucher acquisition procedure

Publication of a public call
Vouchers are published via a public call on the SEF website and in the Official Gazette of the Republic of Slovenia.

Simple and quick application preparation
The application is prepared in the ePortal via a pre-prepared form – application form.
When preparing the application, you can use free assistance and information via 12 statistical points SPOT Svetovanje.

Electronic submission of the application
The company submits the application electronically via the ePortal, where the entire application is enabled with a two-factor signature of documents.

Application processing at the SEF
The SEF reviews the application, and in the event of an incomplete application, the applicant is invited to supplement it.
Complete applications that also meet all the conditions of the public call are approved and co-financed within the framework of available funds.
A co-financing agreement is sent to applicants as a decision on the allocation of funds.

Signing of the contract with SEF
If the application is approved, a co-financing agreement is signed with the SEF.
The serving and signing of contracts takes place in digital form, based on a qualified digital certificate for business entities.

Implementation
Eligible activities must be completed in accordance with the contract.

Claim with evidence
The claim for payment with evidence is submitted electronically via the ePortal.

Payment of the incentive
EUSDR PA 8 Lighthouse Certificate
The Slovene Enterprise Fund received the EUSDR PA 8 Lighthouse certificate within the framework of the Voucher Program, making it one of the 30 selected “Danube Lighthouses” in the Danube region. The recognition confirms the success and importance of the Fund’s projects in promoting innovation, sustainable development, and the connection of companies in the international environment.



Public calls are carried out within the framework of the European Cohesion Policy Program in the period 2021–2027 in Slovenia, priority axis 1 »Innovation Society of Knowledge«, specific objective RSO1.3 »Strengthening the sustainable growth and competitiveness of SMEs and creating jobs in SMEs, including through productive investments ERDF«.
