Purpose of the voucher

  • The public call aims to encourage companies to participate in international projects submitted to calls under the second pillar of the EU Framework Programme for Research and Innovation – Horizon Europe, which enables 60% co-financing of eligible costs of external contractors in the preparation of project proposals.
  • The call is intended for micro, small and medium-sized enterprises (SMEs) that participate as leading or consortium partners in project proposals submitted under the second pillar of the EU Horizon Europe programme. This pillar supports projects focusing on global challenges, such as research and innovation, and on strengthening the competitiveness of European industry.
  • The voucher is intended for companies that have already submitted an application to one of the EU Horizon Europe calls and have achieved at least 3 points for each criterion, and a total of at least 10 out of a possible 15 points. This means that only companies that have already successfully applied and achieved the required number of points for their project can apply for the voucher. In two-stage calls, SMEs can apply after the second phase is completed.
  • The voucher covers the costs of preparing a project application for calls under the second pillar of the EU Framework Programme for Research and Innovation – Horizon, which were or will be published between 1 January 2025 and 31 December 2027 on the EU Funding&Tenders portal.

    To find relevant calls, follow these steps:
    1. On the Funding tab, select Calls for Proposals.
    2. On the left side, in the Filters section, click All filters.
    3. On the right side, in the Programming period section, select 2021-2027.
    4. In the Programme section, select Horizon Europe – HORIZON.
    5. In the Programme part section, select Global Challenges and European Industrial Competitiveness.
    6. In the Opening date section, enter 01.01.2025.
      This will give you an overview of all the calls that are relevant to the V6 voucher.

Eligible applicants

  • micro, small and medium-sized enterprises based in the Republic of Slovenia, which, as legal or natural persons, are engaged in economic activity and are organised as companies or self-employed individuals or cooperatives

Eligible costs

The following eligible costs are co-financed under this public call:

  • costs of an external contractor who assisted the beneficiary in preparing a project proposal for a call under the second pillar of the EU Framework Programme Horizon Europe.

VAT is not an eligible cost.

SMEs can claim costs incurred in the period from the publication of the public call until 30 9. 2028.

SMEs can obtain funding several times for this public call during the period, but only if they are for different project proposals submitted to calls under the second pillar of the EU Framework Programme Horizon Europe.

SMEs submit a separate application for each project proposal.

Activities that will be carried out and paid for within the eligibility period specified in the co-financing contract will be eligible for co-financing. The beneficiary must carry out all activities before submitting the payment request.

Special conditions

  • The project must be consistent with the purpose and subject of the public call
  • The SME must have at least one (1) employee during the project
  • The SME must state the external contractor in the application, if it decides to use one
  • When selecting an external contractor, the SME must act economically and obtain the service at market price
  • The selected external contractor cannot be an applicant under this public call, and the applicant cannot be an external contractor to other applicants

Tender deadlines and method of submitting the application

  • The application is submitted electronically via the Fund’s ePortal.
  • The deadline for submitting applications is until 31 3. 2028 or until funds are exhausted
