Purpose of the call

The purpose of the product is to encourage young, innovative companies (start-ups) to realise their development potentials and commercialise products, processes and services, which primarily focus on areas consistent with the principles of climate neutrality, circular economy and the Smart Specialisation Strategy (S5).

The subject of the product is co-financing (subsidy) the start-up of innovative companies, the development of MVP (minimum viable product) and the launch of market products on the market.

The P2 product is intended for companies that:

  • have a product still in the development phase and not yet completed (the prototype phase is desirable);
  • have an idea for an innovative product/service that they and their team may have already validated with early users;
  • have a knowledgeable team and a clear idea of how they will develop a product/service and bring it to market.

    • First instalment: up to EUR 12,000 by 21. 7. 2026

Implementation of start-up training for application to P2

Between February 17 and March 3, 2026, eight start-up training sessions will take place in various Slovenian cities/towns, where potential applicants can obtain more detailed information about the P2 2026 call and assess the quality of their innovative business idea through a series of lectures and practical exercises.

The start-up training sessions will be conducted in various locations by the following selected institutions from the support environment for innovative start-up entrepreneurship:

Start-up training will include:

Part 1: Detailed presentation of the P2 public call and the application submission procedure

  • Brief presentation of other SEF incentives and the broader ecosystem for innovative start-up companies

Part 2: Presentation and practical exercises in the field of:

  • development of an innovative business idea, with an emphasis on the inclusion of sustainability aspects;
  • building a business model using the ‘business model canvas’ tool;
  • preparation of a short presentation (‘pitch’) in video format;
  • company establishment and key performance indicators.

PITCH OF INNOVATIVE IDEAS

  • The start-up training will conclude with short (i.e., 90-second) presentations or pitches of participants’ innovative business ideas (individuals or teams).
  • Pitches will be public.
  • Participation of other stakeholders from the startup ecosystem will also be enabled.

INDIVIDUAL 10-MINUTE CONSULTATIONS

  • At the end of the training, the trainers will provide short (maximum 10 min) individual consultations to startups.
  • Individual consultation is not a condition for issuing a certificate of attendance.

  • You receive 7 points (out of 100 points)attendance at start-up training is not mandatory, but it brings 7 points (out of 100 points) in the criteria for evaluating applications.
  • You get all the necessary knowledge and instructions at the training on how to successfully complete the application for the call for proposals
  • If you intend to attend start-up training, please sign up for only one.

Conditions for application

  • Main condition: innovative, market-oriented companies – the products and services offered, which are the result of development, must be market-oriented
  • The operation must be consistent with at least one priority area from the Smart Specialisation Strategy (S5)
  • Company registration: between January 1, 2025, and February 28, 2026, with the competent authority
  • Status of a micro and small enterprise with its registered office in the Republic of Slovenia
  • The company applying must not be in difficulty
  • The company must not fall into the excluded sector
  • Projected profitable operations no later than 2028
  • Development must take place in the company; exceptionally, it is possible to use the knowledge of external experts or institutions for areas that the company is unable to develop/does not know how to develop
  • »de minimis aid«

Tender deadlines and method of submitting the application

  • Applications are submitted electronically via the Fund’s ePortal .
  • The application deadline for submission is March 12, 2026, by 2:00 PM.
