Purpose of the call

  • addressing liquidity and reducing regional development disparities of micro, small, and medium-sized enterprises
  • priority financing for sustainably oriented projects (energy and material efficiency, strengthening supply chains) and those focused on automation and digitalization

  • 100% coverage of eligible project costs

Possibility to submit 1 application.

Loan conditions

  • Repayment period:
    from 2 to 5 years for loans from EUR 5,000 to EUR 25,000
    from 2 to 7 years for loans from EUR 25,001 to EUR 100,000
  • Moratorium: from 1 to 6 months /with the possibility of extension up to 24 months/
  • Interest rate: fixed 1.4%
  • Loan security:
    8 company bills of exchange (for loans from EUR 5,000 to 25,000)
    8 company bills of exchange + personal guarantee (for loans from EUR 25,001 to 100,000)
  • No loan management and approval fees

Conditions for application

  • Status of a micro, small, or medium-sized enterprise with its registered office in the Republic of Slovenia
  • Organized as sole proprietorships, general partnerships, cooperatives and institutions, and social enterprises so.p.
  • Economic activity must take place in a border problem area
  • The loan amount must not exceed 30% of the net sales revenue achieved in 2024
  • At least 1 employee for full-time employment
  • Company established and operating before 1. 1. 2024 or before 1. 1. 2025
  • When submitting the application, the company has been operating with the same tax number for at least six (6) months
  • Credit rating at least SB8
  • The company must not be in difficulty
  • The company does not belong to an excluded sector
  • »de minimis«

Eligible costs

  • Tangible fixed assets (purchase of new work machines and equipment)
  • Investments in commercial real estate (e.g., purchase of business buildings/other business premises with associated land, construction/adaptation of business buildings/other business premises)
  • Intangible fixed assets (software, patents, licenses, trademarks)
  • Costs of material and merchandise
  • Service costs
  • Labor costs (net salary, income tax, contributions, meal costs, allowance,…)

Eligible costs do not include: costs of purchasing or renovating road transport vehicles, costs of purchasing solar power plants and/or storage units, value-added tax

Tender deadlines and method of submitting the application

The application is submitted electronically via the ePortal of the Fund.

The application can be submitted on the following application deadlines:

  • 4. 2026-05-04 until 2:00 PM,
  • 4. 6. 2026 until 2:00 PM,
  • 4. 7. 2026 until 2:00 PM,
  • or until all funds are exhausted.

The application is submitted electronically via the ePortal of the Fund.

2. Registration and creation of a company in the ePortal

  • Before completing the application form, the applicant registers and creates a company profile
  • If the applicant needs assistance in preparing the application, he can add an authorized person who is also registered on the Fund’s ePortal
  • You can view the operation of the ePortal for submitting the application in the presentation video

3. Preparation of the application

  • Fund form – ePortal
    • Completion of the electronic form “Application Form P7R 2026–” in the ePortal, which includes:
      • Questionnaire for determining the political exposure of a person
      • Questionnaire for determining connections with a high-risk country
      • Authorization for the needs of data verification at FURS
  • AJPES proof of S.BON-1 or eS.BON rating (online credit rating) for companies, sole proprietors, cooperatives, and institutes based on the annual report for the year 2024 (valid for the application deadline May 4, 2024) or for the year 2025 (valid for the application deadlines June 4, 2026 and July 4, 2026)
  • Financial statements for the year 2024 (valid for the application deadline May 4, 2026) or for the year 2025 (valid for the application deadlines June 4, 2026 and July 4, 2026), which were submitted to AJPES, with AOP data
  • Form 3 – Environmental impact assessment form
  • Loan security (applies to loans requested from EUR 25,001 to EUR 100,000) requires the submission of appropriate documentation, namely:
    a) Loan security P7R 2026. The form is here.
    b) Statement of personal assets of the personal guarantor with attachments. The form is here.
    The attachments are as follows:

    • GURS real estate appraisal(s) (https://vrednotenje.gov.si/EV_JV/#/iskalnik) or real estate appraisal(s) by a certified appraiser, prepared at least in 2025
    • Land registry excerpt/s for the real estate/s.
      The statement with attachments must be completed for each guarantor separately, including the owner of the company (even if the latter has no assets).
