Purpose of the call
The purpose of the product is to encourage young, innovation-oriented companies (start-up companies) to realize their development potentials and commercialize products, processes, and services, which primarily focus on areas consistent with the principles of climate neutrality, circular economy, and the Smart Specialisation Strategy (S5).
Subject of the call
The subject of the product is co-financing (grant) for the start-up of innovation-oriented companies, the development of an MVP (minimum viable product), and the launch of market products.
The P2 product is intended for companies that:
- The product is still in the development phase and not yet completed (prototype phase is desirable)
- They have an idea for an innovative product/service that they may have already validated with early users with a team
- They have a team with knowledge and a clear idea of how they will make the product/service and bring it to market
Amount of funding
- EUR 72,000 grant (paid in three installments)
- 100% coverage of eligible costs
- Possibility to submit 1 application
Financing period – payments in installments over a period of two and a half years
- First payment: up to EUR 12,000 by 21. 7. 2024
- Second payment: up to EUR 21,000 by 28. 2. 2025
- Third payment: up to EUR 39,000 by 31. 3. 2026
Funds available
- EUR 2.16 million
Terms of the call
- The company is established between 1 January 2023 and 15 March 2024
- Must be registered in Slovenia as a limited liability company (d.o.o.)
- Must have an open business transaction account with a Slovenian bank or savings bank
Four most important novelties of P2 2024
- The solution must be consistent with at least one priority area and the Slovenian Sustainable Smart Specialisation Strategy (S5), which can be found at link
- Instead of participating in the pre-selection, points in the call for proposals are awarded for participation in a start-up training, i.e. a training in the scope of 8 hours, which is carried out by SPS (referred to as SIO in the call for proposals)
- Higher grant per company (from EUR 54,000 to EUR 72,000 grant/company)
- Instead of 40 companies, 30 companies will be supported, 16 companies from the Eastern and 14 companies from the Western cohesion region
- Only limited liability companies (d.o.o.) can apply for the call for proposals, and no longer also sole proprietors and cooperatives
Participation in the START-UP TRAINING brings up to 7 points
- Between 20 and 26 March 2024, eight start-up trainings will take place in various Slovenian cities/towns, where potential applicants will be able to obtain more detailed information about the P2 2024 public call and, through a series of practical exercises, check the quality of their innovative business idea and upgrade it as necessary.
- Start-up trainings include:
- detailed presentation of the P2 public call and the application procedure, with special emphasis on the substantive differences between the P2 2024 public call and the P2 public calls from previous years; – a brief presentation of other incentives of the Fund and the wider ecosystem for innovative start-up companies;
- presentations and practical exercises in the field of:
- development of an innovative business idea,
- building a business model (‘business model canvas’),
- preparation of a short presentation (‘pitch’),
- company establishment and key performance indicators.

Participation in start-up trainings is not mandatory, but it brings 7 points (out of a total of 100 points) in the criteria for evaluating applications.

Other important information
- At least 1 employee for full-time work upon signing the co-financing contract
- The company applying must not be in difficulty
- The company must not fall into an excluded sector
- Expected profitable operation no later than 2026
- Development must take place in the company, exceptionally it is possible to use the knowledge of external experts, institutions for the field that they cannot/do not develop in the company
- Until 31. 7. 2024, it is necessary to conclude a mentoring contract with the selected mentor
